Don't Talk on Cell Phone While Driving in Juarez
Diario this morning reports that an average of 35 drivers per day have been fined for driving while talking on their cell phones. From January 1 to May 8 a total of 1493 persons have been cited.

Nice to know that Mexico is more enlightened on this matter than Las Cruces. I have seen stats that suggest that driver distraction (due to cell phone use) has eclipsed alcohol as the leading cause of automobile accidents.
